Once inside, click on the Apps & notifications option and then on View all apps. On this screen you will see a list of the applications present on your Alcatel device, of which you will have to click on the one with the name Google Play Store and select the option Enable to activate it.
As a first task you should check which version of Android your Alcatel device is running, which must be higher than 2.2 to allow the installation of Google Play Store on the device.
